MINUTES OF THE WESTERLEY HOMEOWNERS ASSOCIATION

BOARD OF DIRECTORS REGULAR MEETING

Thursday, April 24th, 2014

Board Members and Officers present:

A. Call to Order

Mr. DeRobertis called the meeting to order at 7:12 pm.

 

B. Confirmation of Quorum

Mr. DeRobertis confirmed that the Board had achieved quorum to conduct business of the Association with three (4) out of five (5) Board Members being present.

 

C. Approval of Meeting Minutes

The minutes of the March 27th Regular Meeting of the Board of Directors were not available for review and approval.

 

D. Homeowner Forum

Mr. DeRobertis called for any questions, comments or concerns from those homeowners in attendance.

Ms. Cheryl Hammes inquired what actions the Board is taking to enforce rules and covenant violations in the community. Ms. Byers noted that the Board cannot discuss individual homeowner violations during open session, but that they are diligently addressing covenant violations as permitted by the Association’s governing documents.

 

E. Committee Reports

The President called for any Committee Reports.

Landscape and Grounds Committee
Ms. Welsh inquired when the streets in the townhome area would be swept. Mr. DeRobertis noted that the proposal for this work was received a few hours ago.

Ms. Welsh inquired about the status of the chipping paint on the curbs. Ms. Picciano noted that Fire Lanes Painting has communicated that the paint will not adhere to the curbs which are subject to chemical runoff from the landscaping. The Board requested that Ms. Picciano obtain new proposals to repaint the curbs throughout the townhome area.

Ms. Welsh requested that the Board take the initiative to reach out to all homeowners to educate the community on the proper process to maintain and replace trees throughout the community. Additionally, it should be recommended that all residents contact the Landscape Committee for consultation prior to pruning any trees.

Pool Committee
Ms. Picciano noted that the pool permit application has been filed.

 

F. New Business

Mr. DeRobertis called for any Association Business to be discussed.

Ms. Picciano presented a proposal from Heritage Landscaping Services (HLS) to sweep all debris from the townhome streets at a cost of $1,260.00.

Mr. DeRobertis MOVED and Ms. Byers SECONDED: That the Board approve the proposal from Heritage Landscaping Services (HLS) to sweep all debris from the townhome streets at a cost of $1,260.00 contingent upon a more competitive proposal not being received prior to May 1st, 2014. UNANIMOUSLY APPROVED

Ms. Picciano presented a proposal from Fire Lanes Painting to paint eight (8) white parking lines on Vermont Maple and Rusty Blackhawk.

Mr. DeRobertis MOVED and Ms. Byers SECONDED: That the Board approve Fire Lanes Painting to paint white parking lines throughout the townhome area at a cost not to exceed $250.00.
UNANIMOUSLY APPROVED

Ms. Picciano presented a proposal from Premier Aquatics to replace seven (7) underwater light fixtures, six (6) of which are not working.

Mr. Mehta MOVED and Mr. Marsh SECONDED: That the Board approve the proposal from Premier Aquatics to replace seven (7) underwater light fixtures at a cost of $5,075.00 contingent upon a minimum of a one year warranty on parts and labor being provided.

UNANIMOUSLY APPROVED

 

G. Old Business

Mr. DeRobertis called for any Association Business to be discussed.

Ms. Picciano shared a picture of the new tot lot signage.

 

H. Management Report

Mr. DeRobertis called for the Management Report by Horizon Community Services.

Ms. Picciano noted that all business included in the Management Report had been discussed in Conducting Business.

 

I. ARB Appeal

46898 Wesleyan Court: Mr. Yoon explained that he had submitted an ARB Application to install a shed about a year ago. Per the Association’s Design Guidelines, the shed is “highly recommended” to connected to the house. As installing the shed against the house is not an ideal location for this resident and all neighbors have approved the proposed location (not connected to the house), Mr. Yoon is seeking approval to install the shed in an area that is not connected to the house. As the design guidelines only “highly recommend” that a storage shed be attached to a house the Board agreed the proposed location would be acceptable. However, the Board requested that Mr. Yoon amend his application to include specifications or construction plans for the shed to be built. Additionally, the application would need to reflect that Mr. Yoon agrees to maintain all trees around the shed.

 

J. Executive Session

Mr. DeRobertis MOVED and Ms. Byers SECONDED: That the Board recess into Executive Session.
UNANIMOUSLY APPROVED

**Mr. Mehta departed at 8:53 pm.

There Board recessed into Executive Session at 8:54 pm.

The Board discussed attorney/client privileged communications and collection matters in Executive Session.

 

K. Reconvene to Regular Session

Ms. Byers MOVED and Mr. DeRobertis SECONDED: That the Board reconvene into Regular Session.
UNANIMOUSLY APPROVED

The Board reconvened into Regular Session at 8:59 pm.

Mr. DeRobertis MOVED and Ms. Byers SECONDED: That the Board assess late fees on April assessments that are not received prior to May 15th. UNANIMOUSLY APPROVED

 

 

L. Close of Business

There being no further business to come before the Board in Regular Meeting, it was:

Ms. Byers MOVED and Mr. DeRobertis Seconded: That the April 24th, 2014, Regular Meeting of the Board of Directors be adjourned.
UNANIMOUSLY APPROVED

Meeting was adjourned at 9:00 pm.
